 A snow drift by the edge of the road with windy conditions that blew the snow around. Cloned out dust spots and a small dark area at the top of the frame. Used both levels and curves to increase the contrast and bring out more details.

Interesting idea. Can't blame you for the low contrast, that's the look you'd expect of snow drifts. But the composition has to be strong to carry a pure high-key image, and I don't find yours strong enough.
