Interesting crop - by looking at the light trails, you did take this panning shot leveled and then cropped it at an angle for better effect. I like the idea - but you should have used up all available space for the presentation. Smaller size will kill your score.
this image is smaller in size than the 640, it is a great shot but would be much better at a higher resolution and larger size. there are ways to meet the web's requirments, espicaly if u have photoshop. GL
