Yes, it's out of focus, but photography isn't about perfection [purrfection?] - and this is a novel take on a subject that really is only likely to be found in the city, where such trivial embellishments as this are plentiful. I like it, and it's memorable.
However, your score will die a death, and you should try to take the time to show the subject to its best potential. I would have positioned the puss left as if to suggest more interest in the off-screen action. Faster shutter speed to prevent blur (higher ISO - like 800) and lower f no. like f4.
Well, I haven't seen someone fit a Flower into the challenge yet, but I see the pet has made the inclusion. Does your title imply that City Life means that your pet must be registered? If so, it would have been nice if the background was obviously "City" somehow.
This is kinda' funny, the look on his face. The city connection is, IMO, a little bit of a stretch...but then again, I don't know of anywhere but a city where a cat needs licenses. Simply put, good picture - sharp, nice color, good compositon.
So often, cute cat photos are shoe-horned into challenges. This one, however, has a reason to be here. It makes sense.

LOL - i love this picture. I've seen dogs dressed in every way imaginable, but never a cat in a coat, and on a leash to boot. You must be in a large city :)
