I stood on this corner for about a half an hour. A nearby school must have just gotten out, because there were all these motorcyles riding by with young kids on them. 99.9% of the kids were not wearing helmets, and the adult riders were.
This is actually a common scene here in Bangkok. Children passengers on motorcycles without helmets, in the craziest traffic you'd ever seen. I took a lot of photos of this, and had a dificult time deciding which one to use. I chose this one because it wasn't as busy, there was a focus. But the kid with the straw was the kicker.

This is definitely Thailand, but because I live in Bangkok, this picture isn't odd to me. The worst case was about 7 on a motorbike. I was riding on that one. So I gave this a 5 because for others it will probably be odd to them. This fits the theme nicely to foreign eyes. Well done on the panning, but the background is more focused than the actually model being taken.
Not enough motion blur to make it look intentional, but you're right this is odd. Why wouldn't one of the kids be wearing a helmet, and is that boy drinking through a straw?
I like the 'odd' angle of this, and it's a good piece of photojournalism (unsafe behavior with children), but if you'd tracked the moving bike, maybe with a little slower shutter speed, it would have given a really good sense of motion, while sharpening the focus as well. (I just shudder looking at that boy with a straw in his mouth -- daddy pops on the brakes and the poor kid gets a hole in his soft palate...)
