This is easier than it looks. Just pick a good location (pretty dark but with some interesting lighting somewhere), turn on a flash unit (detached from the camera), set up a timed exposure, and then have your subject walk into the picture, set off the flash in his lap, and walk back out. Then stop the exposure. Try it; it's fun. :)
For this shot, ideally, he'd have had the flash pointed at himself in a way that the camera wouldn't "see" it.
