I'm sorry. I'm missing out on what this really is. I can see the shooting fountains, the boy, the hot dog stand, water reflections and a black and yellow striped something. I can't figure it out. 4

For me, I don't see any dramatic perspective effect as described in the challenge. The long streams of reflected lighting are very distracting to me along with all of the motion blur.

(I don't really understand the title) Too blurry in my opinion. Lights are distracting and it's too busy in my opinion.
