A sign, construction does not make. Also the car is way out of focus. Sure it was moving, but most cameras can capture a clearer image of motion if you set it right. Prefocus on the point you want to take the picture, then snap it when the image reaches that point.
There's not so much I can say about this photo. It's pretty mediocre IMHO. I don't find the composition particularly captivating nor do I enjoy the DOF. Sorry - Just my opinion.
I'm not sure why this doesn't jump out at me -- the sign sure does. I like the contrast of the orange on green. It kinda leaves the construction to the imagination though. 5
