This is a shot at the inner harbour in downtown Victoria, BC (Canada). This area of the city is beautiful and at night, it's even nicer. The three main structures visible are the Undersea Gardens (the closest structure, a floating museum of sorts), the Royal BC Wax Museum (with the pillars) and the Grand Pacific Hotel in the background. Long exposure shot on a tripod at small aperture to get the star effect.
