Certainly you have achieved the feeling of cold! looks a bit out of focus, maybe sharpening would sort that out.

while this is an interesting composition, i find the lighting just a bit too uneven. a fair amount of the detail is blown out. not quite sure what to make of the post-processing on this, but that's probably just me. all the same, you have a nice image. good luck!
