I like your idea for this theme, but, without the title I would not know what I'm looking at. I think the picture itself needs to convey more of the theme. A little more light and clarity would help a lot.

I think you got a really nice subject here, but the picture is so dark, it's hard to tell. Tweak your levels a bit.

Interesting lighting. I'm OK with the lights along the horizon but a little distracted by the lights in the upper right. Is that a passing plane?

pretty! But long exposure looks very soft and does not include many points of interest. Nice in an abstract way. Points of light on horizon might be distracting to some.

I love this, but I think it would be a ribbon winner if you had straightened it up a bit. I'll give you the benefit of the doubt of not knowing how to do that in photoshop, and give you a 10 anyway. Because I just love it. It reminds me of Tampa, on the causeway over the bay to Clearwater...
