The fact that the focus is soft and there is grain makes me think you didn't have enough light. I also think the white line is distracting. The composition is interesting. I think it needs to be reshot, but there's potential there.
The rim seems out of focus an dthe line in the car is very distracting. This had a lot of potential. I think if you can clone out the white streak(maybe a reflection) in the car then that would greatly improve this. Nice bright colors in this shot.
