This person looks sincerely bored. From a technical perspective the picture lacks interest (even to the extent that images with this theme can be interesting). This shot looks like something which anyone with a point and shoot camera could capture dozens of times per day with little effort. There's nothing about it which suggests any real planning or skill in execution. If some of the clutter on the desk were cropped out this would make a decent (though boring) candid.
