 Yes, I know my son has a terrible haircut. :-)

Rotated clockwise 1 degree to level the rail in the background, cropped slightly. Adjusted using Levels layer, curves layer, shadow/highlights adjustment, hue/saturation adjustment, dropped all colors except red, brightness/contrast layer. Unsharp mask, added border resized and ran full image through slight NI to get rid of some of the noise in the shadow areas.
