This was my take to create an obstruction by taking a standard road cone, placing it in the middle of a crossing island and then placed a flash in it, to give this glow effect. The lady in the photo had to negotiate her way around the cone which caused an obstruction to pedestrian traffic. The cone was removed after the shoot and all went back to normal. (note: the flash is a godox V1 standing on a hotshoe and firing at 1/1). Shot was at speed 0.3 handheld with iso64 f2.8 with a Sony GM35mm 1.4
