Gonna go with photoshop, because the human hand hasn't the deftness required to produce the stippled effect of the background. Oh, maybe with a stipulator, but that technically wouldn't be the direct art of the hand.
A tossup, as both are possible. Interesting view of these two lizards, a moment in time. If they are pets, I think it wise to zip their mouths shut, as they're capable of quite the nip.
