This was shot through the rear passenger window of the car my son was driving in the city (Melbourne). It is closely related to my Art entry. An adjacent frame, similar processing. A filter Forge distortion filter, then on duplicate layer, polar coordinates blend mode difference. Some hue/saturation and contrast tweaking.
