 with the possibilities available in Taipei. Begging is forbidden, they risk to loose their ID card. Homeless in the streets are regularly taken away. They have shelters, get clothes and food for free anytime they want. It is not a common sight in Taipei. The city workers/cleaners can take their "belongings" away without asking police. (usually it's collected trash). Being a dirty homeless is more their own choice, city provides so much to help the poor.
