For those unfamiliar with the idiom it refers to the "traditional" cure for an alcohol-induced hangover of consuming a moderate amount of the same beverage which cause the problem. It is (AFAIK) a shortened version of the phrase "hair of the dog that bit you", possibly referring to the ancient practice of consuming one's enemies to acquire their powers.
