Taken with a ND1000 filter. Since it's a cheap filter, it gives out a blue cast, it's like setting your white balance to minimum.
Usually, it's fixable in PP, but not in this challenge :)
It's a 30s photo of a pier near my place.
I've used the absolute center of the image where the pier disappears into the horizon.

The blur and the great blue hues create tension and bleakness. I am not usually a conventionalist, but perhaps making the focal point in a more golden ratio position, rather than dead center, might add even more unease and even more drama to the shot- adding a heightened sense of foreboding to the stillness before the storm.
