Nicely composed. The blur is pleasantly disorientating. Not sure how it was achieved, but it enhances this. Draws focus. You're here on the shellfish dock. Deal with it.

I like the saturated green of the building and the fishing net, the red/orange of the life preserver, and the blue tarp in the background. The overall composition needs a stronger central or foreground element to give it all together.
