Long exposure, lit by a blacklight which is where the blue color cast on the white umbrella comes from. I also light painted with a red screen on my phone for the wall in the background, and the phone flashlight briefly from the left.

Nice effect and color choices although the halos bother me a bit. Can't really tell if that is from post processed burning or part of the exposure. The blurred subject works well with motion of the umbrella. One of very few intentionally blurry photos I have rated highly.
