Took several shots dragging the arrow past the lens, stacked four at various lengths with similar exposures and angles, gradually reducing the opacity of the more "distant" layers, and clearing them where they overlapped the "nearest" one.
Added some additional motion blur and sharpening. Cropped to square, resized, added border.
RGB and Blue/Yellow Curves overall and through mask to nearest arrow.
