Looks like an Anhinga to me. Can't really tell, but that's what Anhinga's do. The profile (especially the tail) look right for an Anhinga. With the harsh light and high contrast, some detail is lost in the shadows. But, I like the silhouetted profile, even if I'd prefer to see more bird and less water.
