You can remove all the dust. An easy way to make sure you see and remove all of it is to do a levels layer and exaggerate the contrast whilst darkening the image somewhat. Leave that layer on top and visible, but make the image layer the active layer and clone from that. Though I guess from what you said it's plenty visible already.
But here's the thing: if your dust has suddenly become very visible in this image, it means your processing has exaggerated it. In general, it's hard to do a decent job of cloning dust off of exaggerated processing, so it's best to do the removal BEFORE processing.
