Looks like the person who developed this didn't do a grand job..
Probably left the film in the developer too long. (notice how everything is dark? No white..)
So, there's probably very little detail in the shadows (remember, film is the opposite of digital, in film highlights can be recovered, in digital shadows can be recovered..)
In the case of this poor old thing, there's probably not much detail there to be gotten.. I would suggest attempting to use a combination of noise ninja and unsharp mask to at least make what detail there is in the photo look sharp and have definition..
