How about the editors (or a few select qualified individuals) having the ability to assign 2 "honorable mentions" to the results of a challenge. I think an "honorable mention" should be an award, but not change the results of a challenge. This way, a worthy photograph down in the results could achieve an award and acknowledgement in the community.
