I don't really have any specifics to help out, but since no one is replying here's what I do know... sort of...
This is a shot I submitted. Ya, not oil and water, but dish soap and water. Mine was a simple set-up of a glass baking dish sitting directly on a magazine. Lighting was a dim room with a single small macro flash from the side.
I would think with oil and water you'd want more top or bottom light direction, because there's not really much height for the light to catch on. You may want to elevate your subject from the background depending on how much detail there is to it. I think mine was a pretty soft image with not much detail. The example you use looks like there's a good amount of oil in the water. Maybe more parts oil than water in the mixture? I haven't a clue really, heh.
