There are numerous other graphics packages out there are suitable for image manipulation, such as:
Adobe Photoshop Elements (the cut-down version of the full PS)
JASC Paint Shop Pro (PSP)
Ulead PhotoImpact
Macromedia Fireworks
Corel Draw
The GIMP (unix only)
and so on. Most of the above have free trial versions available from their websites, and old versions quite often appear on cover CDs for PC magazines - it's just a case of finding one that you like :o) I personally prefer to use Ulead PhotoImpact, mainly because of my familiarity with the package, but I've used all of the rest of the list and they are all capable.
I don't have photoshop, what program can i use to resize images so that they fit into the challenge guidelines?
Challenge guidelines have changed.. you are no longer restricted to specific sizes.. you just have to be at or above 160 pixels on your short side and at or below 640 pixels on your long side...
It has most of the functions you'll ever need, unless you become a die hard photographer. To resize, in terms of pixels, go Image -> Resize. To reduce the file size, in terms of memory, go File -> Save As, click on Options, and increase the compression. That should do it.

Didn't your camera come with PhotoImpression software? I looked at the coolpix 4500 package online and it says it does (if you got it retail). That should be enough for simple cropping & saving.
The Gimp is also available for Windows, see //www.gimp.org/win32/. It really rocks. I use the Unix version but I don't think the Windows version is any different.
Photoimpact is a good choice, I would rank it # 2 in the line of image editors, it will do about 95% of the same stuff as photoshop. Im not a heavy image editor type person and find it much easier to use than photo shop.
GIMP is available for Windows, as well. I don't remember the link, but if someone is interested in finding it, I'll help all I can. It's a great program that's GPL (meaning it's free). None of the others can claim that :-)
