Yes it is because of the flash sync. The trick to freezing with flash is overpowering ambient by 2-3 stops but using the flashes on as low a power as possible. Set your iso low, your flash power at 1/4 your flash will sync to 1/200 so go there and say F8, move your flash power up and down until you get your exposure correct, and if you have to go too high with the power, then lower your F stop. Remember your flash sync may be 1/200 which won't stop a water drop, but if your flash at 1/4 power is only on for 1/1500th and you are over ambient by 2-3 steps then you will have stopped motion.
