I resize after making all adjustments, in case I need a full-sized version later for print or stock.
However, if you editing involves only adjustment layers and no cloning/re-touching, etc., you can save processor time and disk space by editing the smaller version, and then copying the adjustment layers back to the full-sized original later if needed.
You should definitely apply sharpening to the final, flattened image, after asll adjustments and resizing are done. |
