carsten, i don't know about your border question, but with regards to your second question, there are still deadlines in place that stops you from reusing a picture. i also believe i read something in the rules that a picture couldn't be used in two challenges (for example parallel running member and open challenge) even if the crop has been changed.
1) You may only use a single colour for your border. To add it simply shrink your photo a bit, then increase the CANVAS SIZE to 640x480 or anything within those sizes.
2) If by modify you mean edit in photoshop, then no. But if you mean to re-shoot the photo, then yes this is perfectly okay.
I read this: "This one is a free study, so take your best photograph whatever you desire."
And then I thought it was OK to use an old photo.
By modify I meant to crop it to get a better photo, better than last time.
And it says nothing about a single border it says use a single colour - you can use a single colour twice.
The photo still has to be taken within the week. "take your best photograph" means... create your best photograph, not literally look through your old ones and take the best one and submit it.
Yes for your border you must use a single colour. In the example you showed, there were two colours. A dark blue on the inside and a cream on the outside.
maybe something along the lines of 'your photo must be taken between xx and yy' should be added to the member challenge, same as for the open challenge?
I must be stupid because I can´t see anywhere in the Free study challenge anything about the photo must be taken within this week.
To quote from the sidebar box on the submission page...
"Exposure Date: Your photograph must be taken within the submission dates for the challenge unless otherwise specified in the 'extra rules' section of the challenge."
The exposure date clause is now part of the challenge rules. As manic noted, it's also in the side-bar for challenge submission. There's been some question about this, so we'll probably try to make it more clear.
As for your border question, I think maybe we should allow 2 colors, as your border you've added to that image is very standard. Of course, your text at the bottom of the image would not be allowed (again, see challenge rules).
I personally feel that it'd be best to keep it as just a single solid colour border, since the idea is to emphasise the photo, not show off our bordering skills ;o)
I kind of agree with manic, although if your photo has a black corner and you want a black border, it is nesseccary to have a small single pixel white line around the photo as well, to stop bleeding into the border.

Similar but different... if the camera allows for double exposer can we do it?
The essence of the site is that this is digital photography, so we've done our best to maintain the integrity of that. As such, the challenge rules say that anything done inside your digital camera is acceptable.

I realize that in the grand scheme of things, this is tiny....
Rob -- I'd have to advise you FOR NOW to go with the single-color scheme. If they change the rules at the last minute you can always go back and add the 1-pixel edging.
