In advanced, would it be legal to clone out a considerably small portion of blownout sky and replace that area with nearby clouds?

I think that would be illegal in Basic but that's just my opinion
Definitely illegal in Basic...but Advanced would be dependant on the initial blowout and final coverage. As Bear said...send a ticket with your before and after to SC.

Let me be more specific: I have had numerous wide-angle landscapes with huge, dramatic skies where VERY small portions of the clouds were blown out and I cloned some of the surrounding texture into them. That's not a problem, but these are REALLY small areas. Look at this image: see the little, dark "chip" of sky in the middle of the clouds upper left of center? If I wanted to clone that out and enter the shot, I'm sure that would be legal. But much bigger than that, I'd start to worry. Of course, this is a dark spot not a bright shot, but the principle is the same:
