You're right Craig - it is a novel approach. But the BG being so bright is hurting the photo, making it difficult to focus on the woman. When the viewer's eye finally wanders downward, the sign comes into play (but still competes with the BG for our attention.) Try swapping the FG & BG exposures, and see what happens?
