Are the presets in lightroom legal under basic rules, since they affect the entire image?

I wouldn't have thought that all of them would be, as some introduce vignettes, don't they?

some presets apply vignette and that is not legal in basic. You can use the preset then go down to the vignette slider and reset it to 0 or turn it off.
