How do you remove lens aberrations

I was taking some photos under a street light and ended up getting light noise, or spots in the photo. Is there a method in Photoshop, lightroom or ARC for removing the red ball at the edge of the trees?

That appears to be lense flair to me. By slightly changing the angle of the shot, it should move or would be eliminated.

Quick selection tool to define the area, clone, deselect and clean edges with clone tool..

That's cool. I should have been paying attention when I took the photo. But when I saw it I thought it could be a Photoshop learning experience.
