I know I will sound like a bit of a thicko (!!!), but what setting is best to take pictures of moving lights/people in the darkness?

Both ways i.e. blurred lights and movement AND (in a separate shot) crisp and clean.

I don't have a tripod..... or a flash gun.

are you talking about Slow Flash Sync?

You should be able to set your on camera flash to do that (I'm pretty sure your camera offers that).

well... If want blurred lights and a crisp person in the same photo set your cameras onboard flash to rear curtain sync (i think the rebels call it 2nd curtain sync)

Without a tripod you'll need something to set your camera on and then use the timer cause you'll bump it slightly when you hit the shutter. Put your camera in manual set you shutter to stay open as long as you desire a few seconds probably and then open your aperature until the light is at the brightness you want it.

Turn you onboard flash in rear curtain mode for a stopped crisp person and no flash for just light painting.

Yes, pretty much. I don't have a tripod, so I know I will get some blur in there... and this technique sounds like the best way to do what I'm trying to achieve.
