Another thing you want to consider is cropping your photos to improve the composition. The one entry I see in your portfolio is the speedboat. It's composition is static because it is centered. Also, there is some unneeded objects - the railing etc. that have a negative impact on the image. Composition, subject, lighting, image quality, and 'wow' factor are just some of the criteria that really impact scores.
Yes, resizing the images makes a bit of difference - and the tutorial will help get the most out of the photos you enter.
Here is an example from my own portfolio. The first image here is my first entry at DPC. I did not crop the image at all. Through some feedback here, I realized that cropping an image to remove unnecessary objects and space can make a huge difference.
