If it is
selective
in any way, it is not allowed in Basic editing. Whatever you do must be done to the WHOLE image.

The "selective colors" tool is legal in Basic, as long as it is used on the entire image.

Selective Color is legal in Basic (an adjustment layer), Color Range is not (you can't make selections).
