I know it is legal to remove sensor dust and specks in basic, however what about birds or other extremely small objects which appear to be sensor dust?
Nope! Nothing but sensor dust can legally be removed. A recent blue ribbon winner (and an awesome shot) was DQ'd because they removed something other than sensor dust - and they fessed up and called themselves out on the DQ!

What about small hairs on the sensor? Do they constitute dust?
I had one such picture ready for the high contrast challenge that I pulled. (Not because I wasn't sure if I could clone out a hair though, it was a terrible shot!)

I'd say it would be okay as it would be considered a sensor defect. Basically, if the object is in front of the lens when the shot is fired, no go. If its on your sensor? G'head. But of course Shannon can speak to this more confidently.
