It is the day before lent (40 days before Easter). To the best of my knowledge, the idea is that Mardi Gras is supposed to be the last feast before lent. It seems to have been turned into something less than religous down in New Orleans. PArty Party Party !!! The beads and boobs thing is the New Orleans add on.
We have a Mardi Gras party every year. It travels around from house to house, depending on who gets the prize (little plastic baby) hidden in their piece of the King Cake. Also, the kids love Mardi Gras, since they get to eat "piggies in a blanket" (sausages with pancakes and maple syrup) for supper. They love it!
Actually, it's called Fat Tuesday or Shrove Tuesday. The reason is that in an effort to use up all the oil(fat) in the house before Lent a feast was made. Pancake day originated becuase the fat was used to make pancakes for the feast. In Olney UK and Liberal Kansas,USA there is a great celebration on pancake day. Housewives in costume must race down the main street of the city, with a frying pan containing a pancake. They are suposed to flip it enroute and at the finish line. The two cities keep score over the years. The men are not left out, in Kansas, they participate in a cow-chip toss(self explanatory).
