Assuming you are using Photoshop CS3, from the menu bar, choose:
Image > Image Size..
Make sure the following checkboxes are checked (before you actually enter a size) and then enter 640 into the text box of your longest dimension. Be sure to enter a sampling method--bicubic sharper is recommended. See dialog box below...
When I change one of the boxes to a number for sizing, it changes the other, so how do I get them to stay the size I put in the box without changing the other?

That is due to the "Constrain Proportions" checkbox being checked. You want that on, so as to maintain the correct aspect ratio for the image. Looking at the Width and the Height boxes - simply change the one with the largest value to 640 and hit OK.
