The total population of Iraq + Afghanistan is 59.5 million. So it works out at over $3,000 per head of population. Why not just give the Iraqis the money instead, providing they promise not to kill anyone? - Or how about giving them $3,000 each if they convert to Christianity? That ought to at least get rid of the suicide bombers.
