I'm not proficient in PS, so I'm sure there is probably a better way, but have you tried making a blank (transparent) canvas and then pasting each image (probably has to be resized) onto that blank canvas and then (if you used layers to do this) flattening all the layers?
Enlarging the canvas of the first image or creating a new canvas big enough for all the pictures is the way to go.
Instead of using the copy/paste commands, try this:
-Have the Move (pointer) tool active.
-Have both the source and target image files open and visible on your monitor, with the source file active
-In the Layers Palette, click on the layer containing the image data (usually the Background), and drag it over the window of the target image
The image should come in as a new layer, which you can move into position with the pointer tool.
Don't forget to Save frequently, not only for security, but it also decreases the memory usage and makes subsequent steps faster.
Open the blank page the size you want. Open one of the pics, hit ctrl + A (select all), now ctrl + c (copy); now back to the blank document and hit ctrl + v (paste). Copy/paste the other images in the same way and you'll have all 4 each on its own layer in the new page. Click on a layer & use the move tool to move it around and arrange
That's how I would do it, too. Plus, I'd make the new canvas way too big ( just so that I don't have to add up numbers and be accurate), then crop it when all four images are in place.
I have them all on one canvas now, but the problem I am running into is trying to get them to be the same size and fit on the page to fill the page. I appreciate everyone's help.
I resize first to make them match, make the canvas too big, then crop it to fit once I have the pics placed.
But if you have a specific canvas(page) size you need, I guess it comes down to doing the math to find what size you need each to be, then resizing them to that first.

While you have one selected, choose ctrl + t (transform), you can now resize them. Hit enter to leave Transform mode.
