Drought has been a big issue here lately too... I made this photo last week and wrote a brief blog entry about it...

Your photo title tells me what the nature of the photo is, and in the case of journalism, this is sometimes necessary, but I think you might have been able to show a stronger element of drought. This image may also be a little difficult for the non-involved viewer since we don't know what that river looks like normally. Photos of this nature usually depend on the viewer's familiarity with a local area also. In this DPChallenge community, that connection won't be made without an image that is much stronger on the drought theme.
Compositionally, the sky plays no role in this image, and it is taking up half the frame. As in any landscape photo, splitting the frame in the middle with the horizon is only a good idea when there are equal amounts of interest on both sides of the horizon. Examples of this would include a cloudy or sunset/sunrise sky with water reflections or something of equal interest on the other side of the horizon.
