Your camera came with a copy of Digital Photo Pro, right? That is your Canon RAW converter. You should use it to convert / adjust your RAW images, then you can open them in PS.
As Judi said, update your version of CS2, particularly the ACR (Adobe Camera Raw) portions. You should be able to load the RAW files straight in to photoshop, no need to use DPP.
Yup, what Gordon & Judi said. When you double-click on a RAW file, it should open up the ACR converter. You make your settings there, click OK, and the photo opens up in Photoshop. Look on Adobe's site for ACR updates for CS2.
Photoshop itself will not open a raw image. It has to be conerted to a TIFF or JPEG or whatever first.

That's not quite true: in CS2 if i double click a RAW file it opens in ACR, where i do the RAW adjustments, then click "open". When it opens in CS2 it's still RAW file. You can't SAVE it as RAW, but it's RAW until you save it. This is useful, because all those extra bits are still there at this point...

I stand corrected. What is ACR (adobe camera raw?) never seen this. must go look. I still use rawshooter.

It's a tiff when it imports from ACR to CS2. Notice the filesize bloating 4-5x from the cr2 format.
