Greetings. I'm a newbie here and I'm looking for a little help.

In the rules it says that you can crop photos. It also says they must be 640x480 / 480x640 or 640x427 / 427x640.

If I crop a photo, it's no longer 640x480. Am I missing something here, or should I shoot a bigger photo to allow room to crop it or what?

Thanks in advance for your help!

Usually you'll want to take you picture in the largest format your camera can allow. Then when you crop your photo you want to use either a 4:3 or a 3:2 ratio and then resize your camera down to either 640x480 or 640x427.
