Hey,
Is it allowed to use gaussian blur to blur a selection of the image? I'm unsure if the "apply whole image" also include gaussian blur.

"Apply to the whole image" applies to
everything
. You are not allowed to make any selections within the Basic rules. If you pay to enter the Advanced Rules challenges, then this would be legal.
