To answer your question, there's not much you can do to "upsize" it, but you can always make it smaller. There are tutorials around to make things smaller (Check around).
As for making it bigger, get a bigger phone (or camera).

I forget who makes it but there is a 7.7 Megapixel Cell phone with a 3x zoom on itand flash in japan. The sensor is the same size youd fine in my 8 megapixel point and shoot. The expected highlight blowouts and noise of a point and shoot but not bad al around. Expect low battery life using the flash :-P
As Nullix has implied, the ability to push (editing parameter) of a cell phone & any other low res camera image can be limited in traditional aspects of digital editing. Although I can hardly agree with the widely held view of general condemnation. If you choose to explore the image possibilities of that type of camera - go for it.
Your intended use may determine how & if you edit a camera phone foto.
Edit like you would any other picture - the limitations/opportunities will make themselves apparent.

My BlackBerry Pearl has a built-in flash but it actually does more harm than good.
My 1.3 megapixel phone camera has a flash 4 time brighter then my previous phone. The phone takes great outdoor stills clor and all. In doors it bites ass. The flash and the red light on picture taking if the flash is off sucks for doing close up shots.
But the one great thing is turn the camcorder and flash on and its a hell of a flashlight!
