This has come up a few times, and it seems the most common response is as follows:
1. Save for web
2. Change Image Size --> make the longest side 640 pixels --> apply
3. adjust jpeg quality --> move slider until it's about 145KB
This seems to let you use the least compression at the largest allowable size for a challenge.
