When it comes to video cards these days there's really only two options. The ATI Radeon series or a card with an NVidia GEForce chip. For some reason, I prefer the Radeons. I've got one in one of my home computers and it's pretty nice. The newere Radeon 8500s will set you back a bit, but they're sweet. You also really can't go wrong with a geforce 3 or 4, but a lot of different companies make these boards so finding a good one is a little harder than just finding an ATI. I use a GeForce 3 at work and it's pretty nice, although I haven't done anything too hardcore on it.
Really, all the video cards these days are optimized for crazy games anyway, so finding something that will just make photoshop look pretty isn't hard. Just make sure it can pump high resolutions through high refresh rates.
